Universal Ads Manager organizes ads into a three-tier hierarchy: Campaigns > Ad Sets > Ads. Understanding this structure helps you set up your campaigns more effectively.
You start by creating a campaign, where you define your campaign goal or objective. Each campaign includes multiple ad sets.
At the ad set level, you set most of the delivery settings for your ads, including targeting, bids, and budgets.
At the ad level, choose the creative you want to use. You can either upload a new creative or select one that already exists in your ad account's Creative Library. For information on how to upload assets to the Creative Library, please review the Creative Library guide.
